About the funding programme

With the Federal Fund for Industry and Climate Action (Bundesförderung Industrie und Klimaschutz, BIK), the Federal Ministry for Economic Affairs and Climate Action (German abbreviation: BMWK) is supporting climate-friendly investment plus research, development and innovation projects in manufacturing. The funding programme is making a significant contribution to achieving both national and European climate goals in the manufacturing sector, while accelerating production ramp-up for the necessary transformational technologies in Germany. Decarbonisation is closely associated with the storage and usage of CO₂. Accordingly, these topics are therefore implemented as two funding modules with a shared funding directive. This funding directive aims to save 40 million tonnes of CO₂-equivalent by 2045.

Funding is available for two types of project:

Decarbonisation of industry, including applied research and development (Module 1)
Application and implementation of CCU and CCS, including applied research and development (Module 2).

About Module 1: Decarbonisation of Industry

The funding directive for ‘Decarbonisation of Industry’ expired on 31 December 2023. From August 2024, this is included in a modified form in the funding directive for the Federal Fund for Industry and Climate Action. Module 1, decarbonisation of industry, provides funding for approaches to decarbonisation that aim to achieve reductions to greenhouse gas emissions in manufacturing that are as large-scale and permanent as possible. The projects funded in this way will make a significant contribution to achieving greenhouse gas neutrality for the manufacturing sector and its associated sectors in Germany. These funded projects are of a strongly innovative character, acting to demonstrate models that will be suitable for transfer to other businesses.

How many modules make up the funding directive?

The funding directive for the Federal Fund for Industry and Climate Action consists of two modules:

Module 1: Decarbonisation of Industry
- Submodules: includes three submodules
- Funding area: Projects for the decarbonisation of industry, including applied research and development
- Project management agency: Competence Centre on Climate Change Mitigation in Energy-Intensive Industries (KEI), a division of Zukunft – Umwelt – Gesellschaft (ZUG) gGmbH
Module 2: Funding for CCU/CCS
- Submodules: includes two submodules
- Funding area: Application and implementation of carbon capture and utilisation (CCU) and carbon capture and storage (CCS), including applied research and development
- Project management agency: Projektträger Jülich – PtJ, Forschungszentrum Jülich GmbH

Funding body

The funding is provided by the Ministry of Economics and Climate Change (German abbreviation: BMWK), which decides with due care while also taking account of the available budget. Funding can only be granted if it has an incentive effect within the meaning of Article 6(3)(b) of the General Block Exemption Regulation (GBER). An incentive effect exists if the project cannot be carried out without this funding, or cannot be carried out significantly to the extent or significantly within the planned period desired by the funding recipient.
Who is eligible to apply?

Applications may be made by companies and consortia that meet the following requirements:
- You are planning to or already operate systems for handling industrial processes. In the case of R&D projects, a consortium may also consist of several companies, of which at least one is planning or operates systems for handling industrial processes and which intends to make use of the output as part of an industrial-scale production facility based in Germany.
- The company making the application has business premises or a branch in Germany and will implement the project in Germany.
- Higher education institutions and other research institutions can be brought in as project partners under the aegis of a company that is eligible to apply.
